Brett urges Secretary of State to investigate release licence of Shankill Bomber

North Belfast MLA Phillip Brett has written to the Secretary of State for Northern Ireland asking him to investigate whether Shankill Bomber, Sean Kelly, has breached the terms of his early release.

This follows the recent conviction of Mr Kelly under section 13 of the Terrorism Act 2000 in relation to the funeral procession of a former IRA prisoner in December 2022.

Mr Brett said;

“Sean Kelly was convicted of nine life sentences for his involvement in the 1993 Shankill Bomb Massacre. Having barely served 7 years of his sentence, he was released on a conditional licence as per the Belfast Agreement. This accounted for less than one year of imprisonment for each murder he committed.

Whilst his recent conviction by Belfast Magistrates Court is a welcome reprimand, Mr Kelly's behaviour has continued to add insult to the families of the bereaved.

In light of the seriousness of this Terrorism Act related Offence, I have urged the Secretary of State to investigate if Sean Kelly has breached the conditional terms of his early release.

The Labour government promised a different approach to legacy in Northern Ireland. This is a matter in which they can prove their commitment to justice and respect for innocent victims of terrorism.”
